Year of birth: 8/8/1846 (September 28, 1846)
The last lord of the Awa Tokushima Domain, and a bureaucrat in the Meiji period. His pen names were Seido and Aragasa. His father was the lord of the same domain, Narihiro, and his mother was Tama, a concubine. He was bestowed the character Shigeru by the shogun Tokugawa Iemochi. He succeeded to the title in January 1868 (Meiji 1) and joined the anti-shogunate forces. He served as a councilor, assistant to the Criminal Law Bureau, and governor of the Ministry of Civil Affairs in the Meiji government, and was one of the first to advocate the return of the domain and people to the emperor. He studied in the UK from 1862 to 1869, and was appointed as an official in the Ministry of Foreign Affairs after returning to Japan. He then became minister to France (also serving in Spain, Portugal, Switzerland, and Belgium), and served as a councilor in the House of Peers, member and speaker of the House of Peers, governor of Tokyo Prefecture, and Minister of Education (in the second Matsukata Masayoshi cabinet). During this time he was awarded the title of marquis, and worked hard to utilize the assets of the aristocracy, as well as to promote haiku, Noh, sumo, and other arts. <References> Tokushima Prefecture History, Vol. 5

阿波徳島藩最後の藩主,明治期の官僚。号は誠堂,霰笠。父は同藩主斉裕,母は側室たま。将軍徳川家茂の茂の字を下賜された。明治1(1868)年1月襲封し,討幕勢力に加わる。明治政府で議定,刑法事務局輔,民部官知事を務め,版籍奉還をいち早く主張した。5年から12年まで英国に留学,帰国後外務省御用掛に任じられた。その後,駐フランス公使(スペイン,ポルトガル,スイス,ベルギーも兼任)に転じ,元老院議官,貴族院議員・議長,東京府知事,文部大臣(第2次松方正義内閣)などを歴任した。その間侯爵に叙せられ,華族の資産活用に尽力したほか,俳句,能楽,相撲などの振興に努めた。<参考文献>『徳島県史』5巻
