A Shafi'i jurist. He served as the Grand Qadi in Cairo and Damascus during the Mamluk period. Sensing the threat of the Islamic world collapsing due to another Mongol invasion of Western Asia, he dreamed of building a strong, autocratic monarchy with Islamic law at its core. He accepted the existence of tyrants, saying that "authority is better than anarchy," and developed a theory of the state that idealized a military leader who would also serve as the religious leader, or Imam. His main work is "A Muslim Theory of State Administration."

イスラムのシャーフィイー派の法学者。マムルーク朝時代のカイロとダマスクスの大カーディーを務めた。再度のモンゴル軍の西アジア侵略により,イスラム世界の崩壊の危機を感じた彼は,イスラム法を中心に置いた強力な独裁君主国家の建設を夢見た。〈権威は無政府状態に勝る〉として暴君の存在を容認し,さらに軍事的指導者が自ら宗教的指導者であるイマームの職をも兼任する状態を理想とした国家論を展開した。主著は《イスラム教徒の国家運営論》。
