1241‐1333 A Shafi'i jurist. He served as the Grand Qadi in Cairo and Damascus during the Mamluk period. Sensing the threat of the Islamic world collapsing due to another Mongol invasion of Western Asia, he dreamed of building a strong, autocratic monarchy with Islamic law at its core. He accepted the existence of tyrants, saying that "authority is better than anarchy," and developed a theory of the state that idealized a military leader who would also serve as the religious leader, or Imam.
