The Japan Federation of Bar Associations is a corporation whose members are lawyers and bar associations. It is abbreviated as JFBA. Its purpose is to provide guidance, liaison and supervision to lawyers and bar associations in order to maintain the dignity of lawyers and to improve and advance the work of lawyers, taking into consideration the mission and duties of lawyers (Articles 45 and 47 of the Attorneys Act). To become a lawyer, one must apply for registration with the Japan Federation of Bar Associations via the bar association one wishes to join (Article 9) and be registered in the lawyers' register maintained there (Article 8). At that time, the bar association may refuse the submission of a request for registration or transfer of registration (Article 12) or request cancellation of registration (Article 13) based on a resolution of the Qualification Examination Committee. A person who is requested to cancel his/her registration may lodge an objection with the Japan Federation of Bar Associations (Article 14). Furthermore, when a request for registration or transfer of registration is submitted by a bar association, the Japan Federation of Bar Associations may refuse the registration or transfer of registration based on a resolution of the Qualification Examination Committee if it deems it appropriate to reject the request (Article 15). Furthermore, if one is dissatisfied with the disposition of the Japan Federation of Bar Associations, one may file a suit for cancellation with the Tokyo High Court (Article 16).
