A special corporation established in September 1954 (Showa 29) under the Japan Racing Association Act. Its English name is Japan Racing Association. Its abbreviation is JRA. It is the most authoritative horse racing organization in Japan, inheriting a historical legacy from the first Western-style horse racing in Japan in 1862 (Bunkyu 2), to the subsequent horse racing clubs, the Japan Racing Association, and national management. Its capital is fully funded by the national treasury, making it a special corporation with a strong public nature. The chairman and auditors are appointed by the Minister of Agriculture, Forestry and Fisheries, while the vice chairman, managing directors and directors are appointed by the chairman with the consent of the Management Committee, which is also appointed by the Minister of Agriculture, Forestry and Fisheries. The Management Committee decides on important matters related to the operation of the Japan Racing Association, such as the basic management policy, and makes resolutions on budgets and business plans. In addition, the Management Council and the Fairness Review Committee (composed of fairness review committee members) have been established as advisory bodies to the chairman, and a system has been established to ensure fair business execution. The Japan Racing Association pays 10% of its sales and 50% of its surplus to the national treasury every year, which are used to promote livestock farming and social welfare projects. Approximately 75% of the sales are used for betting refunds, and approximately 15% is used for horse racing operation costs such as prize money.
