A North Korean soldier and politician who supported the Soviet Union. Born in North Hamgyong Province. He joined the Soviet Union at an early age and graduated from Tashkent University in 1939. In 1942 he became a captain in the Soviet Army. After liberation, he returned to Korea and engaged in education and training. In 1950 he served in the Korean War as Chief of General Staff of the People's Army. From 1951 to 1953 he was active as the chief representative at the Korean Armistice Talks, rising to the ranks of general and foreign minister, and in 1954 he gained international fame as the chief representative of North Korea at the Geneva Conference. In 1957 he became deputy prime minister and foreign minister. In 1960 he became chairman of the National Construction Committee, in 1966 he became minister of railways, and in 1972 he became deputy prime minister, but died unexpectedly in an accident in March 1976.
