Kanto Gundai in the early Edo period. Commonly known as Hanjuro. Second son of the magistrate Ina Tadatsugu. He initially worked as an accountant, and in 1618 (Genna 4), after the death of his older brother Tadamasa, he inherited the position of head of the Ina family and the position of magistrate. Around 1629 (Kan'ei 6), he established Akayama Jin'ya in Musashi Province (Kawaguchi City, Saitama Prefecture) as the base of regional administration, and was granted a fief of 7,000 koku in the surrounding area. He inherited and developed the methods of his father Tadatsugu, and took control of the Kanto, Suruga, Totomi, and Mikawa Shogunate territories. He promoted the excavation of Shinkawa, Edogawa, and Gongendogawa (Saitama Prefecture), the eastward transfer of the Tone River, and the westward transfer of the Arakawa River, and worked to expand the development of new fields in the river basin, such as Tanihara Shinden, which straddles Hitachi and Shimousa, and in 1630 (Kan'ei 10), he took control of the checkpoints of Kurihashi, Matsudo, and Ichikawa, and expanded his control over the Kanto domain. In the same year, he was appointed as the head accountant and ordered to repair the Kanto rivers and supervise the magistrates. He also participated in the creation of national maps and castle maps in 1644, and in the following year, he was awarded for his dedication to civil administration and ensuring that there were no starving people in his domain. In 1653, he was appointed waterworks magistrate for the construction of the Tamagawa Aqueduct, but he died the same year at the age of 62. The foundations of the Kanto Gundai position were solidified during Chuji's 35 years in office, and the Ina family passed on the position of Kanto Gundai to successive generations. According to the Musashi Rural Register (around 1649), the territory controlled by the Ina family within Musashi alone amounted to 270,000 koku. There is a monument in commemoration of his virtue (1921) in Yawara Village, Tsukuba County, Ibaraki Prefecture, which was erected during the Taisho period. <References> Homma Kiyotoshi, Kanto Gundai, and Kawaguchi City History/General History Vol. 1

江戸前期の関東郡代。通称半十郎。代官頭伊奈忠次の次男。はじめ勘定方を勤め,元和4(1618)年,兄忠政の死後,伊奈家の家督と代官頭の職を継ぐ。寛永6(1629)年ごろ,武蔵国赤山陣屋(埼玉県川口市)を設けて地域行政の拠点としたが,それに伴い,周辺に7000石の知行地を与えられた。父忠次の仕法を継承発展させ関東および駿河,遠江,三河の幕領を管掌した。新川や江戸川,権現堂川(埼玉県)の開削,利根川の東遷,荒川の西遷事業を推進,常陸,下総にまたがる谷原新田など流域の新田開発の拡張に努め,寛永10年栗橋,松戸,市川の関所を管掌し,関東領国支配の拡充をはかった。同19年勘定頭の成立により関東河川の修治と代官の監督を命ぜられる。正保1(1644)年の国絵図・城絵図の作成にも参画し,同4年には民政に意を用い領内に飢民なき功により褒賞を受ける。承応2(1653)年には玉川上水の開削工事に当たり水道奉行を命じられたが,同年62歳で没した。関東郡代の基礎は忠治の在職35年の間に固められ,伊奈家は代々,関東郡代の職を世襲することになった。『武蔵田園簿』(1649頃)によると武蔵国内だけでも支配地は27万石におよんだ。大正期に建てられた茨城県筑波郡谷和原村の頌徳碑(1921)がある。<参考文献>本間清利『関東郡代』,『川口市史/通史編』上
