Some declare a common policy of nations and are not legally binding on the nations even if they bear a moral responsibility for the declaration, while others are legally binding. For example, the US-British Joint Declaration (Atlantic Charter) of August 1941 merely "made public the common principles" of the two nations. On the other hand, the Japan-Soviet Joint Declaration of October 1956 (Showa 31) declared the end of the war between the two nations and is legally binding.
