This clan ruled the area around Toba in Shima Province (Toba City, Mie Prefecture). Toba Castle was a mountain castle built in 1569 (Eiroku 12) by Kuki Yoshitaka, who led the Kuki Navy and ruled the entire Shima Province. In 1597 (Keicho 2), he handed over his fief of 30,000 koku to his eldest son, Moritaka. In the Battle of Sekigahara, Moritaka belonged to the Eastern Army, and was granted an additional 20,000 koku in addition to the retirement allowance of 5,000 koku for his father, who joined the Western Army and committed suicide, and then he was given an additional 1,000 koku for his achievements in the Siege of Osaka, giving him a total of 56,000 koku. After Moritaka's death in 1632 (Kan'ei 9), a dispute over the family succession arose between his third son Takasue and fifth son Hisataka, and the shogunate decided that Hisataka (36,000 koku) would be transferred to Sanda in Settsu, and Takasue (20,000 koku) to Ayabe in Tamba the following year. In their place, Naito Tadashige was transferred from Makabe in Hitachi. During the reign of the Naito clan, the "Kanbun Incident" occurred between Shima Ichinomiya Izawanomiya and the feudal lord, Ise Imperial Grand Shrine, over the issue of sacred land. After that, Tadashige, Tadamasa, and Tadakatsu held the fief, but in 1680 (Enpo 8), Tadakatsu was ordered to commit seppuku after killing Nagai Naonaga, lord of Miyazu Castle in Tango, out of personal anger at a memorial service for the fourth shogun, Ietsuna, and his fief was confiscated and temporarily became the domain of the shogunate. In 1681 (Tenwa 1), Doi Toshimasu was appointed to the fief from Shimousa Koga, and in 1691 (Genroku 4), he was transferred to Karatsu in Hizen. In his place, Matsudaira Norisato was appointed from Karatsu, and in 1710 (Hoei 7), he was transferred to Kameyama in Ise. In his place, Itakura Shigeharu was appointed from Kameyama, and in 1717 (Kyoho 2), he was transferred back to Kameyama. He was replaced by Matsudaira Mitsuchika (70,000 koku), and eight years later he was transferred to Matsumoto in Shinano. This domain also saw frequent changes in lords, but in 1725, Inagaki Terukata (35,000 koku) was appointed from Shimotsuke Karasuyama in Shimotsuke, and the domain was in operation for 147 years over eight generations, including Terunaka, Nagamochi, Nagatsugu, Nagakata, Nagaaki, Nagayuki, and Nagahiro. During the time of Nagatsugu, the Nakiri Incident (1830) occurred, in which rice tax from a shipwreck was concealed. The domain was abolished in 1871 (Meiji 4), and after passing through Toba Prefecture and Watarai Prefecture, it was incorporated into Mie Prefecture in 1876.
