Toba Sakudo - Toba no Tsukurimichi

Japanese: 鳥羽作道 - とばのつくりみち

This road runs due south from Rajomon Gate in Heian-kyo, passing through Toba and reaching Yodo. According to Tsurezuregusa, it existed before the 10th century. If this road is extended northward, it overlaps with Suzaku-oji (the center line of Heian-kyo), so some say that it existed before the capital was moved and that this determined the center line of Heian-kyo, but it is more appropriate to see it as a road built to transport materials from Yodotsu when the capital was founded. When Toba Imperial Villa (Toba Palace) was built during the Insei period, it became an important road connecting Kyoto and Toba, and was also called Toba no Nishi-oji.

平安京の羅城(らじょう)門から真南に走る道で，鳥羽を経て淀に至る。《徒然草》によると10世紀以前から存在していた。この道を北に延長すると朱雀(すざく)大路（平安京の中心線）に重なることから，遷都以前から存在し，これが平安京の中心線を決定したという説もあるが，むしろ造都時に淀津から資材を搬入するために造られた道とみる方が妥当であろう。院政期に鳥羽離宮（鳥羽殿）が営まれると，洛中と鳥羽を結ぶ重要な道路となり，鳥羽の西大路とも称された。
