Born on August 19, 1885. Joined the Ministry of Foreign Affairs in 1909. Worked at the Japanese Secretariat of the League of Nations from 1927. Assisted Foreign Minister Matsuoka at the League of Nations General Assembly in 1925, when Japan withdrew from the organization. In 1880, he became the first Director-General of the Cabinet Intelligence Bureau. Member of the House of Peers for the final term. Died on April 3, 1960, aged 74. Born in Ehime Prefecture.
