To deal with this social situation, the government attempted to avoid chaos by stipulating through this act the stability of employment for craftsmen and apprentices, and the determination of maximum wages by magistrates, but ultimately responded to the social unrest by establishing a system of poor relief through the Poor Law of 1601.
