Its predecessor was called the entertainment and dining tax, and was levied on the cost of geisha, cafes, bars, and other dining and lodging. From 1961 (Showa 36), it was called the food and dining consumption tax, and was levied at a rate of 15% or 10% of the consumption amount per person per visit if the tax-free point was exceeded. Furthermore, with the creation of the consumption tax in 1989 (Heisei 1), it was changed to a special local consumption tax, and remained as an independent tax for prefectures, even though many other individual consumption taxes were absorbed into the consumption tax. It is a tax levied on those who engage in entertainment, dining, lodging, and other activities at restaurants, etc., at a rate of 3% based on the consumption amount per person per visit, in the prefecture where the activities are located. The tax-free points were set at 7,500 yen per person per visit for entertainment and dining at restaurants, etc., and 15,000 yen per person per night for lodging at inns and related activities. In addition, since 1991, up to one-fifth of tax revenue has been paid to municipalities where inns, restaurants, etc. are located, but the proposed revision for fiscal 1997 raised this rate to one-half. With the introduction of the local consumption tax in fiscal 1997, the special local consumption tax was abolished on April 1, 2000.
