Special local consumption tax - tokubetsuchihoshohizei

Its predecessor was called the entertainment and dining tax, and was levied on the cost of geisha, cafes, bars, and other dining and lodging. From 1961 (Showa 36), it was called the food and dining consumption tax, and was levied at a rate of 15% or 10% of the consumption amount per person per visit if the tax-free point was exceeded. Furthermore, with the creation of the consumption tax in 1989 (Heisei 1), it was changed to a special local consumption tax, and remained as an independent tax for prefectures, even though many other individual consumption taxes were absorbed into the consumption tax. It is a tax levied on those who engage in entertainment, dining, lodging, and other activities at restaurants, etc., at a rate of 3% based on the consumption amount per person per visit, in the prefecture where the activities are located. The tax-free points were set at 7,500 yen per person per visit for entertainment and dining at restaurants, etc., and 15,000 yen per person per night for lodging at inns and related activities. In addition, since 1991, up to one-fifth of tax revenue has been paid to municipalities where inns, restaurants, etc. are located, but the proposed revision for fiscal 1997 raised this rate to one-half.

With the introduction of the local consumption tax in fiscal 1997, the special local consumption tax was abolished on April 1, 2000.

前身は遊興飲食税とよばれ、芸者等の花代、カフェー、バー等や前記以外の飲食、宿泊に課税された。1961年度（昭和36）からは料理飲食等消費税という名称でよばれ、免税点を超えた場合には1人1回消費金額の15％とか10％の税率で課税された。さらに89年度（平成1）における消費税の創設に伴って、他の多くの個別消費税が消費税に吸収されたにもかかわらず、特別地方消費税に変更され、道府県の独立税として残された。料理店等における遊興、飲食および宿泊ならびにその他の利用行為に対し、1人1回の消費金額を課税標準として3％の税率で、その利用行為の所在地の道府県において、その行為者に課された税である。料理店等における遊興、飲食に1人1回7500円、旅館における宿泊およびこれに伴う利用行為に1人1泊1万5000円の免税点が設けられていた。また、91年からは税収の5分の1の範囲内で旅館・飲食店等所在市町村に対して交付されたが、97年度の改正案ではこの割合が2分の1にまで引き上げられた。

　1997年度からの地方消費税の創設に伴い、2000年4月1日から特別地方消費税は廃止された。
