He was a writer of kibyō and sharabō in the Edo period. His real surname was Kato, and he was commonly known as Izumiya Genzō. He also had the pseudonyms Torai Sannin and Izutei. His kyōka poems were by Shiho Akara (Ōta Nanpo), and his kyōga name was Shichikusa Satsu. He was originally a retainer of a certain person of high social standing, but for some reason he became a townsman and was adopted into the Izumiya brothel in Matsui-machi, Honjo, Edo. His stage name is said to come from the fist calls "tōrai" (meaning ten) and "sanna" (meaning three). He started out as a substitute for the jibōshi Shisui Enjū (according to Hamada Giichiro). His first sharabō under the name Sanwa was Sankyōshoku (1783), and his kibyō was Daisen Sekai Gaku no Soto (Outside the Wall of the Great Thousand Worlds) (1784). His kibyō works in particular are full of ingenious ideas and humor, such as Mokkiri Jinken Kinsei Moku and Raikou Jyannū (both 1785). In 1789, his yellow-covered novel Tenka Ippon Kagami Umebachi (Mirror of the World, Plum Blossom), which criticised Matsudaira Sadanobu's reformist politics, was out of print after being criticised for his writing, but after a two-year hiatus, he resumed writing. He wrote seven yellow-covered novels, including Saikai Oyako Zendora (Reunion, Parent and Child, Money Top), and two collected volumes. He also included mad prose and rhapsody in Kyobun Hogoki (Kyōbun Hōgōki) (1783) and Rōlaishi (Roraisi) (1784). Shikitei Sanma selected him as one of the "Six Selected Playwrights" (Hieshi Okusetsu Nenkinki).

江戸時代の黄表紙・洒落本作者。本姓は加藤氏,通称は和泉屋源蔵。唐来参人,伊豆亭の別号がある。狂歌は四方赤良(大田南畝)門で,狂名を質草少々といった。もと身分のある某の家臣だったが,訳があって町人となり,江戸本所松井町の遊女屋和泉屋の婿養子となった。戯号の由来は,拳の掛け声「トウライ(十の意)」と「サンナ(三)」によるものとされる。戯作者志水燕十の代作者として出発(浜田義一郎説)。参和の名での洒落本の初作は『三教色』(1783),黄表紙は『大千世界牆の外』(1784)である。特に黄表紙には『莫切自根金生木』『頼光邪魔入』(ともに1785年)などの奇巧な趣向とおかしみにあふれた作が多い。寛政1(1789)年,松平定信の改革政治をうがった黄表紙『天下一面鏡梅鉢』が筆禍を得て絶版処分を受けたが,2年間のブランクののち,執筆を再開。『再会親子銭独楽』など7種の黄表紙と2種の合巻を著した。ほかにも『狂文宝合記』(1783)や『老莱子』(1784)に狂文,狂詩が収められている。式亭三馬により「戯作者六家撰」のひとりに選ばれた(『稗史億説年代記』)。
