According to the provisions of the official ordinance, the method of implementing the Imperial will was the same as that of the Imperial document, and those with the Imperial approval were left as drafts at the Dajokan, copies of the Imperial will were sent to the various offices in the capital along with Dajokan talisman, and official talisman containing the contents of the Imperial will were sent to local government offices. This official talisman containing the Imperial will was called a Tochokushi. In addition, there were cases where the Dajokan received petitions from lower-ranking government offices, presented them to the Emperor, and the talisman was implemented after receiving the Emperor's decision, and the official talisman was called a Tochokushi, which added the meaning of the Imperial will being transmitted by relay. 勅旨を関係官司に施行する太政官符のこと。公式令の規定では,勅旨の施行法は詔書と同じで,勅裁のあったものは案として太政官にとどめ,在京諸司には勅の写しに太政官符を添えて下し,地方官司には勅旨の内容を写した官符を下すとされていた。この勅旨を盛りこんだ官符を謄勅符といった。このほか,太政官が下級官司からの上申を取り次いで奏上し,天皇の裁決を受けて施行する場合があり,その官符は駅伝による勅旨伝達の意味を加えて騰勅符といった。
