One of the four Tomo no Miyatsuko clans (Ken-inukai, Waka-inukai, Azumi-inukai, Umi-inukai) that led the Inukai department, which was responsible for guarding the palace gates and the Miyake (government storehouses). It is thought that the name was added to Inukai to indicate that the area was directly under the control of the Imperial Court, as their job was to guard and manage the Miyake (government storehouses), but this is not known for certain. The clan claims to be descendants of Kamumusuhi no Mikoto, and their original surname was Muraji, but in the Jinshin War of 672, one of their clan members, Otomo, distinguished himself as a servant of Prince Oama, and in 684 (Tenmu 13), when the eight-colored surname system was established, they were given the surname Sukune. 宮門,屯倉(みやけ)などの守衛に当たる犬養部を率いる4伴造氏(県犬養,稚犬養,安曇犬養,海犬養)の一つ。大和朝廷の直轄領である屯倉の守衛・管理を職としたため,朝廷直轄地を意味する県を犬養に冠したと考えられるが,確かなことはわからない。神魂命(かむむすひのみこと)の後裔と称する神別氏族で,本姓は連(むらじ)であったが,672年の壬申の乱に一族の大伴が大海人皇子の舎人として功を立て,684年(天武13)八色の姓(やくさのかばね)の制定にともなって宿禰(すくね)姓を改賜された。
