A lawyer and politician in the Meiji and Taisho periods. The fourth son of Hayashi Tachu, a samurai of the Toyama domain. His childhood name was Hidetaro. He was adopted by Ueno Soemon, but later took the name Isobe Shiro. In August 1872, he became a student at the Ministry of Justice's Myoho-ryo. In July 1875, he was ordered by Oki Takatoshi to investigate the jury system, and studied law at the University of Paris. After returning to Japan, he drafted the jury law. He served as a deputy chief clerk at the Ministry of Justice and a judge at the Supreme Court, and in July 1891, he became a prosecutor at the Supreme Court. He was suspected of gambling, and in May 1892, he resigned from his position and opened a law practice. He served as president of the Tokyo Bar Association a total of five times from 1896, and as an elder statesman in the legal profession, he was the lead lawyer in the High Treason Case. During this time, he was elected from Toyama Prefecture in the first general election (he declined after being elected). He was then elected three times in a row from Tokyo Prefecture, starting with the seventh general election. In March 1914, he was appointed by Imperial decree to the House of Peers. He served as a member of the Law Code Investigation Committee and the Law Investigation Committee, and taught at the Meiji Law School (Meiji University) and the Tokyo Senmon Gakko (Waseda University). He received his doctorate in law in June 1906. He died in the Great Kanto Earthquake.

明治大正期の弁護士,政治家。富山藩士林太仲の4男。幼名は秀太郎。上野宗右衛門の養子となるが,のちに自ら磯部四郎と名乗った。明治5(1872)年8月司法省明法寮生徒となる。8年7月大木喬任に陪審制の調査などを命ぜられ,パリ大で法律学などを学び,帰国後陪審法を立案した。司法省権大書記官,大審院判事などを歴任し,24年7月大審院検事。賭博行為を疑われ,25年5月官を辞して弁護士を開業。31年より都合5回東京弁護士会会長となり,弁護士界の長老として大逆事件の筆頭弁護人となった。この間,第1回総選挙で富山県より当選(当選後辞退)。のち東京府から第7回総選挙以来連続3回当選。大正3(1914)年3月,貴族院議員に勅選された。法典調査会委員,法律取調委員を務め,明治法律学校(明大),東京専門学校(早大)の教壇に立つ。明治39年6月法学博士。関東大震災で罹災し没した。<著作>『日本刑法講義』『刑事訴訟法講義』
