Around 1935, in connection with the so-called student ideological measures, efforts were made to renew and strengthen traditional learning and education, and the word "education" was used to combine education and learning. In 1935, the Education and Learning Reform Council was established as an advisory body to the Minister of Education, with the purpose of "renewing learning and education based on the concept of the national polity and the Japanese spirit," and based on the report of the council, the Education and Learning Bureau was established in the Ministry of Education in 1937. As is clear from this, the word contains the intention to deny the rationality that is the basis of Western learning, and to subordinate learning to the Japanese spirit that already dominated education, just like education.

1935年頃，いわゆる学生思想対策とも関連して，伝統的な学問や教育の刷新，強化がはかられたが，その際に教育と学問を合せて「教学」という言葉が用いられた。 35年には文部大臣の諮問機関として教学刷新評議会が設置されたが，その趣旨は「国体観念，日本精神ヲ根本トシテ学問，教育刷新」をはかるものとされ，同評議会の答申に基づいて 37年には文部省に教学局が設けられた。このことからも明らかなように，この言葉には西洋の学問の根底にある合理性を否定し，学問を教育同様にすでに教育を支配していた日本精神主義のもとに従属させようとする意図がこめられている。
