A facility that managed the transfer of horses and laborers for official transportation at post stations in the early modern period. It was established at each post station along the Five Highways, and if there were multiple wholesale offices, they operated in shifts of half a month or every 10 days. In addition to the wholesaler and toshiyori (stable officials), the wholesale offices were staffed by subordinates called chozuki (account keeper) and umasashi (horse marshal) who were employed by the wholesaler as servants. The wholesaler managed the horses and men at the post stations and assistant villages, and was in charge of all station duties related to the transfer of horses and men for public and private use, and the resting of the men and women. The toshiyori (stable officials) assisted the wholesaler, the account keeper recorded the daily comings and goings of horses and men, and the horse marshal distributed luggage to the horses and men at the post stations and assistant villages. In 1868, a director of the horse marshal office was appointed, and the wholesaler offices were renamed tenmasho (horse marshal offices).
