Army officer. Born on August 1, 1820, to a samurai family in the Fukuoka domain. After attending the Army Cadet School, he graduated from the Army Academy in 1883 (Meiji 16). He graduated from the Army War College in 1889. He studied in Germany in 1894, and returned to Japan in 1895, serving in Taiwan as a staff officer for the Imperial Guard Division. He then became a member of the General Staff, and was dispatched to Southeast Asia, the South Pacific Islands, and China. In 1901 (Meiji 34), he was attached to the French Embassy, ​​and in 1902, the Russian Embassy. During the Russo-Japanese War, he engaged in plots to support revolutionaries in Russia from Western Europe. In 1907, he became commander of the 14th Military Police Unit (Korea), and in 1908, he became chief of staff of the Korean Garrison Army and commander of the Korean Garrison Military Police Unit. In 1910, he established military police rule in Korea as commander of the Military Police in Korea. He then served as Vice Chief of Staff and Commander of the 6th Division, and in 1918 (Taisho 7) he became Governor-General of Taiwan and advanced to the rank of general, but died of illness while in office on October 26, the following year (Taisho 8).

陸軍軍人。元治(げんじ)元年8月1日、福岡藩士族の子として生まれる。陸軍幼年学校を経て1883年(明治16)陸軍士官学校卒業。1889年陸軍大学校卒業。1894年にドイツ留学し、1895年帰国、近衛師団(このえしだん)参謀として台湾に出征した。ついで参謀本部部員となり、東南アジア、南洋諸島、清国(しんこく)などに派遣される。1901年(明治34)フランス公使館付き、1902年ロシア公使館付き。日露戦争中は西ヨーロッパからロシア国内の革命派を援助する謀略工作を行った。1907年第一四憲兵隊長(朝鮮)、1908年韓国駐箚軍(かんこくちゅうさつぐん)参謀長兼韓国駐箚憲兵隊長。1910年韓国駐箚憲兵隊司令官として朝鮮における憲兵政治を確立した。その後、参謀次長、第六師団長を経て、1918年(大正7)台湾総督となって大将に進んだが、翌大正8年10月26日在任中に病没した。
