Army officer. Born on August 1, 1820, to a samurai family in the Fukuoka domain. After attending the Army Cadet School, he graduated from the Army Academy in 1883 (Meiji 16). He graduated from the Army War College in 1889. He studied in Germany in 1894, and returned to Japan in 1895, serving in Taiwan as a staff officer for the Imperial Guard Division. He then became a member of the General Staff, and was dispatched to Southeast Asia, the South Pacific Islands, and China. In 1901 (Meiji 34), he was attached to the French Embassy, and in 1902, the Russian Embassy. During the Russo-Japanese War, he engaged in plots to support revolutionaries in Russia from Western Europe. In 1907, he became commander of the 14th Military Police Unit (Korea), and in 1908, he became chief of staff of the Korean Garrison Army and commander of the Korean Garrison Military Police Unit. In 1910, he established military police rule in Korea as commander of the Military Police in Korea. He then served as Vice Chief of Staff and Commander of the 6th Division, and in 1918 (Taisho 7) he became Governor-General of Taiwan and advanced to the rank of general, but died of illness while in office on October 26, the following year (Taisho 8).
