...a person with visual impairment. The word "blind" is pronounced "mou" and the word "mekura" is not used. Although the term "blind" refers to total blindness, a state in which one cannot see anything, it often includes severe low vision, such as being able to distinguish between light and dark (light and dark blindness) and being able to see the movement of a hand in front of one's eyes (manual blindness). Even though blind people have a physiological deficit, they can receive education using senses other than vision, such as touch and hearing, and this can reduce their inconvenience. Nevertheless, their movement and communication are restricted, which puts them at a disadvantage in living in society, so welfare and employment measures for the blind that reduce and alleviate these disadvantages are being promoted in conjunction with blind education.
