Its official name is the Japan Steel Workers' Union Confederation. It is an affiliate of the federation. It was founded in March 1951 with the aim of unifying the steel workers' front, which had been divided into three factions after World War II: the Sōdōmei faction, the neutral faction, and the Industrial Federation Conference faction. It is the only industrial organization in the steel industry, with most of the major steel company unions, including the big five, under its wing. When it was first formed, the left wing of the Socialist Party held the leadership, and from 1953 to 1959, it frequently staged large-scale strikes against wage increases and rationalization, including the Nippon Steel Muroran strike, but all of them ended in defeat in the face of the strong unity of management.

正称は日本鉄鋼産業労働組合連合会。連合の加盟組合。第2次大戦後，総同盟系，中立系，産別会議系に三分されていた鉄鋼労働戦線の統一を目的として，1951年3月に創立。大手5社をはじめ主要鉄鋼企業労組のほとんどを翼下に収める鉄鋼産業唯一の産業別組織。結成当初は社会党左派系が指導権を握り，53年から59年にかけて日鋼室蘭争議をはじめ賃上げ･合理化反対などで大規模なストライキ闘争を頻発させたが，経営側の強固な結束の前にいずれも敗北に終わった。
