He was well educated, and was devoted to Islamic culture and art, and was influenced by Harun al-Rashid. He also restored the University of Constantinople, which had been in decline. He also supported the edict to destroy holy images, and severely punished those who violated it. He fought against the Vikings and Magyars, and worked to defend the northern border, and to develop the themes of Paphlagonia and Chaldea in Asia Minor.
