Settlement area - teijuken

The Third Comprehensive National Development Plan (3rd Comprehensive National Development Plan), approved by the Cabinet in November 1977, set out a method (settlement concept) for "controlling the concentration of population and industry in large cities, while promoting regional areas and addressing the problems of overcrowding and depopulation, while balancing the use of land across the country and forming a comprehensive environment for human habitation." In fiscal 1981, a plan was launched to create model settlement areas in 40 regions across the country, as a concrete embodiment of the settlement concept. This can be seen as a concept that focused on the idea of forming wide-area living areas, which was also included in the New Comprehensive National Development Plan (New Comprehensive National Development Plan, 1969), in response to the needs of the times.

1977年11月に閣議決定した第3次全国総合開発計画(三全総)は，〈大都市への人口と産業の集中を抑制し，一方，地方を振興し，過密過疎問題に対処しながら，全国土の利用の均衡を図りつつ，人間居住の総合的環境の形成を図る〉ための方式(定住構想)を打ち出した。そして81年度から，定住構想の具体化である全国40地域のモデル定住圏の計画がスタートした。これは，新全総(新全国総合開発計画，1969)にも含まれていた広域生活圏形成の考え方が，時代の要請に従ってクローズアップされた構想ともいえる。
