Established in 1910 (Meiji 43) by the amendment of the Agricultural Association Law, it is the central organization of the system of agricultural associations that spread across cities, towns, villages, counties and prefectures. Its predecessor was the National Agricultural Association, one of 12 national industrial associations that was established in 1894 (Meiji 27) during the process of Maeda Masana's movement to promote local industries. It was shunned by the government because it carried out an independent agricultural improvement movement that was separate from government policy. Later, it became an advisory body to the government through the granting of subsidies, and was recognized as the central organization of the system of agricultural associations. From then on, until it was reorganized into the Central Agricultural Association in 1943 (Showa 18), it played a role in agricultural improvement and agricultural policy promotion through the system of agricultural associations controlled by the landlord class.
