A clash between Japanese and Chinese troops occurred on August 13, 1916, in Zhengjiatun, Liaoning Province, China. It started as a trivial argument between a Japanese medicine salesman and a Chinese soldier, but the involvement of the Japanese garrison (since August 1914) led to a clash between the two sides, resulting in 14 Japanese deaths (including one police officer) and four Chinese deaths. Nakamura Satoru, commander-in-chief of the Kanto region, sent reinforcements (two cavalry companies and one infantry battalion) to occupy Zhengjiatun, demanding the withdrawal of Chinese troops from Sipingjie to Zhengjiatun, and erecting a military electric cable between the two areas. On September 2, the Okuma Shigenobu cabinet sent envoy Hayashi Gonsuke to demand that the Chinese side take disciplinary action against the commander of the 28th Division of the Chinese army, and that police officers be stationed at necessary locations in southern Manchuria and eastern Inner Mongolia.
