Seafarers' work at sea. Due to the nature of seafarers' work, which involves living together on board a ship for long periods of time in a constantly dangerous place at sea, Japan has established special laws for seafarers, such as the Seafarers Act, the Seafarers' Insurance Act, and the Seafarers' Employment Security Act, which are administered by the Ministry of Transport in conjunction with shipping, ports, and ship administration. For seafarers' work, various public law regulations have been established because they form a community of shared destiny, with each playing an essential role in work, life, and dealing with danger.

海上における船員の労働。海上という常に危険を伴う場所で長期間に及ぶ船中の共同生活を営む海上労働の特質から，日本では船員について船員法，船員保険法，船員職業安定法等の特別法が整備され，これらの立法は，運輸省によって海運･港湾･船舶行政と一体として運用されている。海上労働に対しては，船員は労働，生活，危険への対応にあたっておのおの不可欠の役割を担う，いわば運命共同体を構成するため，種々の公法的な取締規定が置かれている。
