Seafarers' work at sea. Due to the nature of seafarers' work, which involves living together on board a ship for long periods of time in a constantly dangerous place at sea, Japan has established special laws for seafarers, such as the Seafarers Act, the Seafarers' Insurance Act, and the Seafarers' Employment Security Act, which are administered by the Ministry of Transport in conjunction with shipping, ports, and ship administration. For seafarers' work, various public law regulations have been established because they form a community of shared destiny, with each playing an essential role in work, life, and dealing with danger.
