This was a land reclamation project that drained the waters of Tsubakiumi, a lake that spanned the three counties of Katori, Kaijo, and Sosa in Shimousa Province (present-day Asahi City, Yokaichiba City, Higata Town, Tonosho Town, and Kaijo Town, Kaijo District, Chiba Prefecture), into Kujukuri Beach. Plans had been in the works since the Genna era (1615-24), but in the Kanbun era (1661-73), Edo townsman Shirai Jiroemon applied to the Edo Shogunate for a proposal, which was inspected by the magistrate Ina, but was rejected. Shirai applied again with the cooperation of Tsujiuchi Gyobuzaemon, a master carpenter for the Shogunate, and after the proposal was inspected by the head accountant and appointed as the magistrate of construction, construction began.
