This was a land reclamation project that drained the waters of Tsubakiumi, a lake that spanned the three counties of Katori, Kaijo, and Sosa in Shimousa Province (present-day Asahi City, Yokaichiba City, Higata Town, Tonosho Town, and Kaijo Town, Kaijo District, Chiba Prefecture), into Kujukuri Beach. Plans had been in the works since the Genna era (1615-24), but in the Kanbun era (1661-73), Edo townsman Shirai Jiroemon applied to the Edo Shogunate for a proposal, which was inspected by the magistrate Ina, but was rejected. Shirai applied again with the cooperation of Tsujiuchi Gyobuzaemon, a master carpenter for the Shogunate, and after the proposal was inspected by the head accountant and appointed as the magistrate of construction, construction began. 下総国香取,海上,匝瑳(そうさ)3郡(現在の千葉県旭市,八日市場市,香取郡干潟町,東庄町,海上郡海上町)にわたる湖,椿海の水を九十九里浜に排出した干拓事業。計画は元和年中(1615‐24)よりあったが,寛文年中(1661‐73)に江戸町人白井次郎右衛門が江戸幕府に出願,代官伊奈氏の検分を受けたが不許可となった。白井は幕府大工棟梁辻内刑部左衛門を仲間として再び出願,勘定頭の検分,普請奉行任命等を経て工事に着手した。
