Since the Heian period, the Tabe clan has been based in the Morokata district of Hyuga Province. There are various theories about its origin, but it is said that they moved from Bungo as jinin (shrine priests) of Usa Hachiman. In the Naka Manor section of the Hachiman Usa Shrine Goshinryo Daikagami, it is mentioned that Tabe Munetsuna was a Morokata Daifu, so it is likely that he moved from Morokata County to Naka Manor. His grandson, Eimyo, later became Nobutsuna (Nobutsuna), and according to the 1197 (Kenkyu 8) Hyuga Province Zudacho, he held the positions of land steward and payment agent over a wide area, including the Hachijoin territory of Kunitomi Manor, the Usa Shrine territory, and the imperial territory.
