Requisitions
Under international law in wartime, requisition refers to the compulsory collection by an occupying force of goods from the inhabitants or towns of an occupied territory for the military needs of the occupying army. According to the "Regulations Concerning the Laws and Customs of War on Land" (1907), requisitions are limited to food, bedding, alcohol, and other necessities of the occupying army, and the extent of requisitions must be in accordance with the financial resources of the occupied territory. The procedure for requisitions is carried out with the permission of the commander of the occupied territory. Requisitions must be paid in cash as soon as possible, or a receipt must be issued and the payment made as soon as possible. In naval warfare, undefended ports, cities, villages, etc. are allowed to requisition military goods to meet the immediate needs of the navy, and if they do not comply, they can be bombarded. The extent and procedures for requisitions are almost the same as in land warfare.
