This refers to the activities of lawyers, government officials, and other people with legal knowledge or experience who provide legal services such as legal instruction (advice) (and sometimes document preparation and settlement negotiations) free of charge or for a fee (usually low cost) to ordinary citizens, consumers, and victims of certain types of torts. This term is often used excluding legal consultations that individual lawyers provide as part of their legal work. It became popular during the Taisho era as a relief activity for the poor by university law faculties and religious organizations (for example, the settlements at Tokyo Imperial University), but in recent years, organized programs by local governments and bar associations have been launched in various places, and legal consultations have become extremely popular. 弁護士,行政職員その他法的な知識または経験を有する者が一般市民,消費者,一定類型の不法行為の被害者などに対して無料または有料(多くは低廉)で法的教示(助言)など(ときには文書作成,和解交渉)の法的サービスを提供する活動をいう。これらのうち,個々の弁護士が法律業務の一環として行う法律相談を除いて,こうよぶことが多い。大学法学部,宗教団体などによる困窮者救済の活動(たとえば,東京帝大のセツルメント)として大正時代に盛んになったが,近時,地方公共団体や弁護士会などによる組織的プログラムが各地に発足して,法律相談は著しい盛況を呈している。
