This is the law on joint ventures with foreign capital that China enacted in July 1979. Since 1960, China had consistently maintained a policy of not accepting loans from foreign countries, but in the summer of 1978, it made a major shift in policy. Due to contracts to introduce foreign plants worth $6 billion in 1978 and the resulting large deficit in the balance of payments, China was forced to lean toward accepting foreign loans. According to this law, the main pillars of the law include the ratio of foreign capital being at least 25%, the bringing of cutting-edge technology to China, and the president having to be from China. 中国が1979年7月に制定した外国資本との合弁企業法である。1960年以後,外国から借款を受けない方針を一貫して堅持してきた中国は,78年夏から方針を大転換した。78年に60億ドルに及ぶ外国プラントの導入契約とそれに伴う外国収支の大幅赤字のため,外国借款の導入に傾かざるをえなくなったのである。同企業法によると,外国資本の比率は25%以上,最先端技術を中国に持ち込むこと,社長は必ず中国側であることなどが柱となっている。
