In June 1935, four members of the Kwantung Army's special agent force were taken to Song Zheyuan's army (29th Army) in Zhangbei, Hebei, China. On their way from Duolun to Zhangjiakou, the four men were not carrying their transit passports when passing through the north gate of Zhangbei County, so they were taken to the Song Army's 132nd Division Headquarters inside the city, and released on the condition that they carried their transit passports, under Song's orders. This was a sign of an anti-Japanese movement against Japan's operations in North China, but the military used this incident as an excuse to use coercion and forced the conclusion of the Doihara-Qin Dejun Agreement on June 27 (an apology for the Zhangbei incident, dismissal of those responsible, withdrawal of Song troops, respect for legitimate actions within Chahar Province, etc.). 1935年6月関東軍特務機関員4名が中国河北の張北で宋哲元の軍隊(第29軍)に連行された事件。4名は多倫から張家口へ行く途中に,張北県北城門を通過する際,通過護照を携帯していなかったため,城内宋軍132師司令部に連行され,護照携行を条件に宋の指示で釈放された。これは日本の華北工作に対する抗日運動のあらわれであったが,軍部はこの事件を口実に高圧的に出て,6月27日土肥原・秦徳純協定(張北事件に対する陳謝と責任者の免職,宋軍の撤退,察哈爾省内での正当な行為の尊重など)を結ばせた。
