In the Middle Ages, the Uesugi clan built a castle on Kasugayama. In the early Edo period, it became a castle town of the Matsudaira clan with 600,000 koku of rice, and from the mid-Edo period onwards, it became a castle town of the Sakakibara clan with 150,000 koku of rice. Before World War II, it flourished as a military city. It was called the "City of Snow" and is also known as the birthplace of skiing in Japan. It was incorporated as a city in 1911 ( Meiji 44 ).
