The head of state is the President (5-year term), who is elected by the parliament but has no political powers, and his main duties are signing laws passed by parliament, accepting the resignation of the cabinet and inviting the candidate for prime minister to form a cabinet, certifying ambassadors and judges, accepting letters of credentials from foreign ambassadors, and issuing pardons and amnesties. The first president was Weizman (in office 1948-52), the supreme leader of the Zionist movement after the death of T. Herzl, and he was succeeded by Ben-Zvi (1952-63), Zalman Shazar (1963-73), Ephraim Katzir (1973-78), Yitzhak Navon (1978-83), Chaim Herzog (1983-93), and Ezer Weizman (1993- ).
