He was a trusted vassal of both Emperor Goshirakawa and Emperor Gotoba. He was the son of Fujiwara no Yoshikane, and his mother was the daughter of Takashina Tamekata. He was the father of Shumeimon'in, the mother of Emperor Juntoku. He served as a governor of various provinces under the cloistered government of Goshirakawa, and also served as the head of Kujo Kanezane's household. However, he was dismissed from his post as the governor of Mutsu Province in a coup d'état by the Taira clan in 1179 (Jisho 3), and in 1186 (Bun'ei 2) he was accused by Minamoto no Yoritomo of being an ally of Minamoto no Yoshitsune, and was dismissed from his posts as head carpenter. However, during this time he raised Emperor Gotoba, and in his later years he rose to the rank of Junior Second Rank. It is said that Minamoto no Noriyori was also raised by him in his childhood.

後白河・後鳥羽両院の近臣。藤原能兼の男,母は高階為賢の娘。順徳天皇の母修明門院(しゆめいもんいん)の父。後白河院政下に諸国の受領を歴任,九条兼実の家司も務めたが,1179年(治承3)平氏のクーデタにより陸奥守を解任され,86年(文治2)には源頼朝から源義経与同の嫌疑を受け,木工頭(もくのかみ)等を解官された。しかしこの間,後鳥羽天皇の養育にあたり,晩年は従二位にまで昇った。源範頼も幼年期彼に養われたという。
