Ishii-Lansing Agreement
The "Japan-U.S. Exchange of Notes on China" was exchanged between Special Envoy Ishii Kikujiro and Secretary of State R. Lansing on November 2, 1917 in Washington DC, and was named after both men. In it, the U.S. acknowledged that "Japan has a special interest in China," while Japan promised not to "use this special interest to discriminate in trade with other countries," and at the same time, both countries confirmed "China's territorial integrity, open door policy, and equal opportunity." Japan-U.S. relations had deteriorated due to Japan's dispatch of troops to Shandong during the First World War, but this exchange improved the relationship. However, there were discrepancies in the interpretation of "special interests" from the beginning, and in April 1923, under pressure from the U.S., the exchange was abolished. (→Open Door Policy)

1917年 11月2日ワシントン D.C.で石井菊次郎特使と R.ランシング国務長官との間にかわされた「中国に関する日米交換公文」のことで,両者の名前を取ってこう呼ばれる。内容は,アメリカが「中国において日本が特殊の利益を有している」ことを承認し,他方日本は「この特殊利益によって他国に通商上の差別待遇を与えない」ことを約束し,同時に両国が「中国の領土保全,門戸開放,機会均等主義」を確認したもの。第1次世界大戦の間隙を縫って日本が山東に派兵をしたことなどから日米関係は悪化していたが,これにより改善された。しかし,「特殊利益」の解釈は当初から食違っており,23年4月アメリカの圧力のもとで廃棄された。 (→門戸開放政策 )
