Serbian politician. During the reign of Prince Aleksandar (1842-58), as Minister of the Interior, he worked to establish constitutionalism. In 1844, he published the Načertanje (Plan) as a guideline for Serbian foreign policy. In it, he argued that Serbia's mission was to prepare for and wage the struggle for national liberation of the South Slavs against the Habsburg Empire and the Ottoman Empire. During the reign of Prince Mihailo (1860-68), as Prime Minister and Minister of Foreign Affairs, he worked hard to form the Balkan League. The Načertanje became the basis of Greater Serbianism.

セルビア公国の政治家。アレクサンダル公時代(1842‐58)，内相として立憲主義の確立に努める。1844年にセルビア外交政策の指針として，〈ナチェルターニエ(構想)〉を発表した。このなかで，セルビアの使命はハプスブルク帝国とオスマン帝国に対する南スラブ族の民族解放闘争の準備をし，それを行使することだと主張。ミハイロ公時代(1860‐68)には，首相兼外相としてバルカン連盟の結成に力を注いだ。〈ナチェルターニエ〉は大セルビア主義の基礎となった。
