He was the lord of Tottori Domain during the late Edo period. His father was Tokugawa Nariaki, the lord of Mito Domain, and his mother was Matsunami Haruko. Tokugawa Yoshinobu, the 15th Shogun of the Edo Shogunate, was his younger brother. His childhood name was Goromaru, and his pen names were Takenoya and Shozan. After the death of Ikeda Keiei in 1850 (Kaei 3), he succeeded him by order of the Shogunate. During the Ansei era (1854-1860), he promoted talented people, mainly chamberlain Tamura Sadahiko, and promoted reforms in many areas of the domain government, including the expansion of the domain school, Shotokukan, agricultural administration, and the military system. However, he struggled with friction between the Sonno Joi faction and the conservative faction within the domain. He supported the idea of ​​expelling foreigners, but requested a delay in personally carrying out an expedition to expel foreigners. Although he sent troops to the first Choshu expedition, after that he defended Choshu, showed a submissive attitude to the Shogunate, and advocated the restoration of imperial rule. He was caught between the Imperial Court and the Shogunate, but sided with the Imperial Court during the Boshin War. He retired in 1872.

幕末の鳥取藩主。父は水戸藩主徳川斉昭,母は松波春子。江戸幕府第15代将軍徳川慶喜は弟。幼名は五郎麿,雅号は竹の舎,省山。嘉永3(1850)年池田慶栄の死後,幕命によりあとを嗣ぐ。安政年間(1854~60),側用人田村貞彦らを中心に人材を登用し,藩校尚徳館の拡張,農政,軍制など多方面にわたる藩政改革を推進した。しかし,藩内の尊攘派と保守派の軋轢に苦心した。攘夷論に賛成はしたが,攘夷親征には猶予を奏請している。第1次長州征討には出兵したものの,それ以後長州を弁護しつつ,幕府に恭順の態度を示し大政奉還論を唱えた。朝幕間の板挟みとなったが,戊辰戦争では朝廷側に立つ。明治5(1872)年隠居した。<参考文献>『鳥取県史3 近世政治』
