In the Sanriku region, the manager of a large-scale fishing business who also had the exclusive right to use the fishing grounds was called a seno. This region was a backward area during the Edo period, and it was slow for small producers to become independent as ordinary farmers, so the establishment of fishing grounds shared by all farmers was not common. It is thought that there were therefore many seno who were individual fishery owners and managers. In some cases, rather than being completely individual businesses, several long-term farmers operated them jointly, and seno could be found there as well. In such cases, it is thought that the rights to the fishing grounds could be shared, but even in such cases the seno was the central person in charge of fishing management and the external representative. 大規模漁業の経営者で,その漁場の占有利用権者でもあるものを,三陸地方では瀬主といった。この地域は江戸時代には後進地域で,直接小生産者が平百姓として独立することがおそかったので,総百姓共有漁場の成立があまりみられなかった。したがって瀬主のなかには,個人の漁場主兼経営者という形態が少なくなかったとみられる。まったくの個人経営ではなく何人かの長百姓の共同経営もあったが,そこにもやはり瀬主がみられた。その場合には漁場の権利は共有もありえたと思われるが,その場合でも瀬主は漁業経営の中心的担当者で,対外的代表者であったであろう。
