The World Meteorological Organization (WMO) began this project in 1963 to build a network for global-scale meteorological observation, data collection, processing, analysis, distribution, and storage. Its objectives are to provide real-time meteorological information for the entire world and to accumulate meteorological data sets (a set of data such as temperature and humidity). To this end, it provides technical guidance for systems and data management, develops ground, sea, high-altitude, and satellite meteorological observation systems, as well as global data processing and forecasting systems, manages meteorological data and outputs, efficiently coordinates global meteorological communication systems, and supports meteorological information services provided to the public by meteorological agencies in each country.

世界気象機関 WMOが 1963年に開始した，全球規模での気象観測，データ収集・処理・解析・配信および蓄積のネットワークの構築。全世界の気象情報を即時的に提供すること，気象のデータセット（気温、湿度といったデータ一式）を集積することを目的とする。そのために，システムやデータ管理の技術指導，地上・海上・高層・衛星での気象観測のシステムや，全球データの処理・予測システムの整備，気象データ・成果物の管理，全球気象通信システムなどの効率的な統合調整，各国の気象機関が一般向けに提供する気象情報サービスの支援等を実施している。
