Japanese: 政令 - せいれい（英語表記）government ordinance

Cabinet orders are orders enacted by the Cabinet (Constitution, Article 73, Clause 6). The draft of the enactment, amendment or repeal of Cabinet Orders is prepared by the competent Minister and submitted to the Cabinet (National Government Organization Act, Clause 11). All Cabinet Orders are signed by the competent Minister, countersigned by the Prime Minister and promulgated by the Emperor (Constitution, Article 74, Clause 7, Clause 1). Cabinet Orders are classified into two types: those that stipulate detailed rules necessary for the implementation of laws (executive orders) and those that are enacted under the delegation of laws (delegated orders). Delegation of laws is required to establish penalties or to establish provisions that impose obligations or restrict rights (Constitution, Article 73, Clause 6, Cabinet Act, Clause 11).

内閣が制定する命令 (憲法 73条6号) 。政令の制定改廃についての案の作成は主任の大臣が行い，閣議にはかる (国家行政組織法 11) 。政令にはすべて主任の大臣が署名し，内閣総理大臣が連署し，天皇が公布する (憲法 74，7条1号) 。政令には，法律の実施に必要な細則を定めるたぐいのもの (執行命令) と，法律の委任を受けて制定されるたぐいのもの (委任命令) とがある。罰則を設け，あるいは義務を課し権利を制限する規定を設けるには，法律の委任が必要とされる (憲法 73条6号但書，内閣法 11) 。
