Ximen Bao - Seimen Hyō

Date of birth and death unknown. An official who served Wen Hou of Wei in the early Warring States period in China. He became the local governor of Ye (Cixian, Hebei Province), where a superstitious event was held every year to dedicate a daughter to the Yellow River as a bride for He Bo (the god of the Yellow River) to prevent the Yellow River from flooding. He threw the shaman who led the event into the river, and abolished it. He then conscripted the people to open 12 canals to irrigate the rice fields. At first, the people complained about the construction, but they soon benefited from it for a long time, and the area became wealthy. This story is thought to reflect the situation at the time, when the central monarchy, who had new and enlightened ideas and technology, was promoting control and development through the bureaucracy in the region where superstition still lingered.

生没年不詳。中国、戦国時代初期の魏(ぎ)の文侯に仕えた官僚。鄴(ぎょう)（河北省磁県）の令（地方長官）となったが、当時、鄴では、黄河の氾濫(はんらん)を防ぐため河伯(かはく)（黄河の神）の嫁として毎年、娘を黄河に捧(ささ)げる迷信的行事が行われていた。彼はこの行事の指導者である巫(ふ)を河に投じ、これを廃止させた。その後、彼は民を徴発して12の渠(きょ)（用水路）を開き、田を灌漑(かんがい)した。当初、民衆はこの工事に不満を漏らしたが、やがて長く利益を受けることになり、この地は富裕になったという。この説話は、迷信の残る地方に対して、新しい開明的な思想や技術を握った中央の君主権力が、官僚を通じて支配や開発を推進していった当時の状況を反映するものと考えられる。
