During the Muromachi period, a guild of merchants who sold sedge hats was in existence. The guild of sedge hat merchants in Fukae, Settsu, known as a producer of sedge hats, is well known and appears in the ancient Man'yoshu as "Naniwa sedge hats." The sedge hat merchants of Fukae had frequent access to Sakai, Tennoji, Kyoto and Yamashiro Province, Nara and Yamato Province, etc., and in these places they paid guild duties to the feudal lords they regarded as their honjo, forming guilds to monopolize sales rights in the area. A glimpse of this can be seen in the cases of Kyoto, Nara, and Yamato. Kyoto had a honza and a niiza, and the honza looked up to the head of the Fujiwara clan as its honjo, while the niiza looked up to the Nijo clan as its honjo, and were guaranteed a monopoly on sales rights.
