He was a shogunate official and book collector in the late Edo period. He was commonly known as Kichijiro and Iga no Kami. In 1829, he became the magistrate of the western Osaka area, and had Mount Tenpo built with soil from the great dredging of the Yodo River, which became a place of entertainment for the citizens for many years. When the Tenpo Reforms began in 1841, he became a personal attendant and aide to the shogun, Tokugawa Ieyoshi. He was recognized for his character, which was described by Mito domain samurai Fujita Toko as "a truly good person, whose sincerity is reflected in his complexion," and he was appointed as a personal attendant, who was required to stand between the shogun and the senior councilors and ensure smooth communication between them and maintain confidentiality. He was also well educated in the classics, was a book collector, and established the Shiroshi Library in his residence.

江戸後期の幕臣で蔵書家。通称は吉次郎。伊賀守。文政12(1829)年大坂西町奉行となり,淀川の大浚い工事の土砂で築かせた天保山は,長く市民の娯楽の場となった。天保12(1841)年に天保の改革が始まると,将軍徳川家慶の側近である御側御用取次となる。水戸藩士藤田東湖が,「誠によき人物,誠実顔色にあらわれ」と評した人柄を見込まれ,将軍と老中の間に立って両者の円滑な意思疎通と機密の保持を求められる御側御用取次に登用されたのである。また,古典の教養も深く,蔵書家で邸内に賜蘆文庫を設けた。
