Trusteeship Council

It is one of the main organs of the United Nations, and was established to assist the General Assembly or the Security Council, which supervises the trusteeship, and to carry out the duties related to the trusteeship professionally. The Trusteeship Council, under the authority of the General Assembly (or the Security Council in the case of strategic territories), performs duties such as reviewing annual reports submitted by administering authorities, receiving and examining petitions from residents, and periodically inspecting each trust territory, and thus actually supervises the administration of the administering authorities. This Council is composed of three types of member states: (1) administering authorities of trust territories, (2) permanent members of the Security Council who are not administering authorities, and (3) other countries elected by the General Assembly for a three-year term (the number of members including (2) is equal to (1)). However, as the trust territories became independent one after another and the number of administering authorities decreased, this provision could no longer be applied, and since 1975, it has been composed only of the five major permanent members of the Security Council. In October 1994, the last trust territory under U.S. administration, Palau, achieved self-governance, and all 11 territories under its jurisdiction became independent. This essentially ended the Council's functions, and it will now only meet when necessary.

国際連合の主要機関の一つで、信託統治の監督にあたる総会または安全保障理事会を援助し、信託統治関係の任務を専門的に遂行するために設置された。信託統治理事会は、総会（戦略地区に関しては安保理事会）の権威の下に、施政権者の提出する年報の審査、住民からの請願の受理および検討、各信託統治地域の定期的視察、などの任務を行って、施政権者の統治を実際に監督する。本理事会は次の3種の加盟国から構成されることになっている。(1)信託統治地域の施政権者、(2)安保理事会の常任理事国のうち施政権者でないもの、(3)その他の国で総会から3年の任期で選出されるもの（その数は(2)とあわせて(1)に等しくなるだけ）。ところが、信託統治地域が次々に独立し、施政権者の数が減少したので、この規定は適用しえなくなり、1975年以後は、安保理事会の常任理事国である五大国だけで構成されていた。1994年10月、それまでアメリカの施政下にあった最後の信託統治地域のパラオが自治を達成し、管轄下の11の地域すべてが独立したため、当理事会の任務はほぼ終了し、今後は必要が生じた場合のみ会議を開くことになった。
