New World Information and Communication Order
A new framework for international communication advocated by developing countries. This concept emerged in the 1970s, and argues that the international flow of information up until that time had been characterized by structural imbalances, inequalities, and one-sided dependency between the developed Western countries and the developing Southern countries (the North-South problem), and that this needed to be reformed into a more balanced, fair, and interdependent framework based on the principle of sovereign equality among independent nations. It is also called the New International Information Order. The reason that developing countries have focused on restructuring the current state of international communication in this way is due to the leadership of the Non-Aligned Group, which participates in the Conference of Non-Aligned Countries. Since the issue was first raised at the Fourth Conference of Non-Aligned Countries in 1973, it has been a matter of strong interest to developing countries, and the Non-Aligned Group has made efforts to incorporate its argument into the so-called Mass Media Declaration at the UNESCO General Conference, which was being discussed in parallel at the time.

発展途上国の主張する国際コミュニケーションの新しい枠組み。1970年代に登場した概念で,その当時までの国際的な情報流通には西側先進国と南側発展途上国との間に構造的な不均衡,不平等および一方的な依存従属関係があり(南北問題),これを独立国家間の主権の平等を原則として,より均衡のとれた公正で相互依存的な枠組みに改造する必要があるというもの。新国際情報秩序と称されることもある。発展途上国でこのような形での国際コミュニケーションの現状再編がクローズアップされてきたのは,とくに非同盟諸国会議に参加している非同盟グループのリーダーシップによるもので,1973年の第4回非同盟諸国会議で初めて問題が提起されて以来発展途上国の強い関心事となり,折から並行して討議が続けられていたユネスコ総会における,いわゆるマス・メディア宣言案にその主張を織り込む努力が非同盟グループによって行われた。
