In the latter stages of the Pacific War, in order to make up for the labor shortage caused by the war, a cabinet decision was made in 1943 to promote the mobilization of women into the workforce, and the organization was formed the following year. Units were organized by region, workplace, and school, and unmarried women between the ages of 20 and 40 were forced to enter the workforce.
