The lodgings attached to each government office in Kyoto, or the area in which the lodgings were located. The name comes from the fact that lower-ranking government officials and people who were conscripted from the provinces lived and slept there. Their existence is known from the early 9th century, in the early Heian period, so it is clear that they were developed as part of the construction of the capital, but they were mainly distributed north of Nijo-dori in Sakyo, and their types and locations are known from articles in the Shugaisho and various maps of Kyoto. After the end of the Heian period, with the decline of government offices, the various Tsukushi-machi towns became nameless and many became privately owned land, but some were maintained as government land even during the Muromachi period, and the land rent income from them became an important source of income for the nobles of the time, and in the case of Tsukushi-machi towns of government offices related to production and transportation, the residents formed za and played an active role.
