Ministerial ordinance - Shorei

An executive order or delegated order issued by each minister for administrative affairs under his/her jurisdiction. It is a form of administrative legislation, but is subordinate to cabinet orders. Unless there is a special delegation of power by law, provisions such as penalties, obligations, and restrictions on rights cannot be established.
