Chinese politician and scholar. Born in Changsha, Hunan Province. His pen name was Xingyan. In the late Qing Dynasty, he advocated anti-Manchu revolution in Su Bao and other publications, and formed the Huaxing Society with Huang Xing and others. He was persecuted and studied in Japan and the UK. After the Xinhai Revolution, he returned to China and took an anti-Yuan Shikai stance in Jiayin Magazine and other publications, but he parted ways with the revolutionaries and joined the political science camp. In 1924, he became Attorney General and Minister of Education in the Duan Qirui government, but resigned in the wake of the Female Teachers' University Incident. In 1949, he became the national government representative at the Kuomintang-Communist Peace Talks, but also attended the Chinese People's Political Consultative Conference. After the founding of the People's Republic of China (1949), he served as a member of the People's Congress and as the Hunan Provincial Representative to the National People's Congress. He died in Hong Kong in 1973. He is well known as a writer who follows the Tojo school of writing. His works include "Ryubun Shiyo."
